ARTC committed to ongoing engagement with stakeholders through the life of the IAU. We are excited to be planning a range of engagement opportunities in 2025.
This engagement will support the development of the next Interstate Access Undertaking by facilitating structured collaboration between ARTC, industry stakeholders and the ACCC through three key forums:
INRAF (Interstate Network Rail Access Forum)
- A high-level forum for strategic dialogue on the current access undertaking.
- Focuses on identifying improvements, reviewing working group outputs, and addressing broader network issues such as efficiency, resilience, and interoperability.

AAWG (Access Agreement Working Group)
- Concentrates on refining the Indicative Track Access Agreement.
- Aims to propose practical improvements that do not alter risk allocation or increase access costs.
DWG (Data Working Group)
- Focuses on enhancing performance indicators and data-sharing practices.
- Seeks to improve operational efficiency and transparency while ensuring compliance with competition law.

Capacity Management Discussion Paper
As part of ARTC’s commitment under the IAU and in response to the ACCC’s recommendation, ARTC has prepared the Capacity Management Discussion Paper. This paper marks the start of a broader consultation process aimed at improving how capacity is managed across the interstate network.
Rail Network Supply Chain Optimisation Strategy
ARTC has finalised its inaugural 2025 Rail Network Supply Chain Optimisation Strategy following feedback from its customers and industry. An updated version will be released for consultation in late 2026.
